Called when there is an uncaptured error on this device, from any thread. See ErrorScopes.

Important: This callback does not have a configurable WGPUCallbackMode; it may be called at any time (like WGPUCallbackMode.AllowSpontaneous). As such, calls into the webgpu.h API from this callback are unsafe. See CallbackReentrancy.
